The following are the duties of this position at the full working level.



The work of this position requires ensuring the integration of IT programs and services; developing solutions to integration/interoperability issues; designing, developing, and managing IT security systems that meet current and future business requirements, and applying or extending, enhancing or optimizing the existing architecture; managing assigned projects; communicating complex technical requirements to non-technical personnel and preparing and presenting briefings to senior management officials on complex/controversial issues. Such work assignments including IT Internet projects from design to support; evaluating the effectiveness of installed systems and services; and providing advice on and devising solutions to a wide range of IT issues. Specific assignments include work such as the following:


  • Leading the development of IRS Internet policies.
  • Identifying policy needs and priorities.
  • Establishing policy development agenda.
  • Preparing and implementing metrics for measuring policy effectiveness.
  • Formulating a vision for future applications of Internet services to meet IRS missions.
  • Developing business plans to align Internet services with business requirements.

      Qualifications

      Federal experience is not required.       You must meet the following requirements by the closing date of this announcement:



      SPECIALIZED EXPERIENCE You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service:This experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral and Written Communication and 4) Problem Solving.Specialized experience for this position includes: Experience that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled.This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.In addition to the above you must meet the requirements below:You must have previous experience in full stack web application development. Highly experienced with C#, ASP.NET (Webforms & MVC), and SOAP web services. Experience with Microsoft SQL to create/maintain Stored Procedures, Tables, Views, Indexes, and Relationships. Proficient with JavaScript (JS) (including JS libraries such as jQuery and JS Frameworks such as Angular) and CSS (including CSS frameworks such as Bootstrap). Experience with JAVA and Linus in the development of applications. At this level you must have experience developing IT project plans, providing technical guidance to team members, serving as liaison between customers, vendors and IT management throughout a development lifecycle process; Experience planning and implementing process improvement methods and concepts to improve the quality of software products; Experience working both independently and in a team environment to analyze and identify system issues, develop recommendations and test solutions; Experience documenting design and development using tools such as flowcharts, structure charts, matrixes, and other artifacts used as part of application lifecycle management.

      • Subject to a 1-year probationary period (unless already completed). Note: Current Federal employees may be required to serve a new probationary period (5 CFR 315.802(b)).

      • Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m.

      • In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
      • Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
