About the RoleJoin one of the most diverse and innovative
engineering design teams with multiple specialties within the
transportation sector. The Port Authority's airports, ports,
ferries, tunnels, bridges, bus terminals, and rail transportation
systems are important transportation links in the region. The Civil
& Environmental Engineering unit within the
Engineering/Architecture Design Division serves a unique role
within the Port Authority by providing engineering planning and
design services throughout the Agency with close coordination with
external stakeholders including Federal, State, and local
transportation and regulatory agencies.The Principal Engineer,
Civil will be primarily responsible for preparing and
directing/supervising professional technical staff in preparing
design documents/drawings, preliminary engineering, and final
design services for projects or studies for a portfolio of
infrastructure projects associated with Authority capital and
operating projects.The successful candidate will apply their
extensive experience in infrastructure including geometrics, rail,
utilities, hydraulic modeling, and/or stormwater management with
thorough knowledge of AASHTO, NJDEP/NYDEC stormwater, AREMA, and/or
similar standards or guidelines, to develop recommendations for
complex projects and programs.Responsibilities
- Provide expert engineering advice, guidance, and
recommendations for the assigned facilities for pavements, roadway
design elements, utilities, rail, and/or stormwater management
needs.
- Manage a portfolio of projects including preparing scope of
work, soliciting proposals and RFPs, critically reviewing
consultant proposals, negotiating cost, and ensuring
schedule/budget compliance.
- Oversee professional design services and auditing deliverables
for scope conformance/quality. Supervise a team of engineering
professionals and manage resources based on the Program's
needs.
- Provide effective guidance and direction to professional
technical staff in design approach, including engineering
analysis.
- Perform Quality Assurance/Quality Control checking of
conceptual and engineering studies, designs, and contract documents
completed by technical staff.
- Ensure that reviews performed by staff are in keeping with
project requirements and quality standards.
- Manage staff workload and identify resource needs.Minimum
Qualifications
- Bachelors Degree in Civil Engineering from an ABET accredited
engineering college or university.
- Licensed to practice Engineering in New York or New
Jersey.
- A minimum of 12 years of engineering experience in design and
maintenance/rehabilitation strategies for pavements, utilities,
geometric design, trackwork, hydraulic modeling, and stormwater
management.
- Experience supervising design engineering staff.
- Demonstrated experience in establishing project plans, setting
priorities, coordinating activities, handling multiple tasks
simultaneously, and delegating tasks and responsibilities that are
multi-faceted and complex.
- Demonstrated leadership skills and experience managing a
diverse workforce with varying work backgrounds, expertise, and
levels.
- Demonstrated interpersonal skills interacting with staff at all
levels, supporting departments, consultants, and members of outside
government and transportation agencies.
- Thorough knowledge of AASHTO, NJDEP/NYDEC stormwater, or
similar standards and guidelines.
- Excellent oral and written communication skills.
- Valid driver's license.Desired Qualifications
- Masters degree in Civil Engineering from an ABET accredited
engineering college or university.
- Licensed Professional Engineer in both New York and New
